SIPP cash pension for external cash deposit

Hi all,
My mum has sipp cash pension with a discount broker provider at the moment but the interest rate is very low ie .40%. As the present provider will not do the external cash deposit therefore she has to look somewhere else to get a better % ie 2.5 - 3%.
If anyone know which banks/BS which accept transfer sipp cash pension to be invested in external cash deposit without using IFAdviser. She would like to transfer to external cash deposit asap but does not want the trouble through IFA. She will retire in 2 yrs
