I honestly do not know what to think.

Oh gosh. I'm not sure what to think either. I can't see a teenager going in to a shop to buy extra small condoms.

Well it makes sense, if they are going to have sex at least they'll be safe

It's a strange logic in the article though - they say that young boys show risky behaviour and don't protect themselves. Surely that's because they are immature, not because they tried to by small condoms and found none in the shops? If they've found that the lack of small condoms was a factor in the boys risky behaviour, then at least having them available might help. But I can't imagine that is the major factor in them not using condoms.
