3yr old questioned by Scottish police about vandalism

I was checking the regional news on BBC interactive this morning and they said that two 3yr olds were being interviewed by the police about vandalism.
What on earth did they do and where were the parents ?

Must have meant 13 year olds surely?
My 3 year old would make no sense in an interview!!!

Gosh, what kind of 'lewd' behaviour would that be? Too scared to think about it. Those poor kids..
