Er, there's no mention of people throwing things at police horses in the article you link, and no evidence of it in the video (I don't have sound on this PC so maybe the voiceover said more.)

Police horses are trained to work in riot situations.

Of course no one shpuld be throwing things at the horses (or the police for that matter) regardless of whether they are trained for riot situations.
