Gee N1, you don't think refusing to support your son is a form of abuse? What is it then? A show of love and support? A demonstration of how much you value the role of father? A demonstration of just how important a part of your life he is?

I really do think it would be far more useful if there were more education campaigns and propaganda to the effect that: People who beat up their partners are scum
Sexual jealousy does not entitle you to be violent, to interfere with a partner's communications or to destroy or damage property
No one has the right to a sexual/romantic relationship with another individual
Couplehood is not compulsory and for many people being single is a far better option

Rather than expecting the State Register to make it all all right. Because:
A manipulative, controlling abuser might well be clever enough to go a long time (through several partners) without ever actually doing anything quite bad enough to go on the register in the first place
People will still be prepared to overlook someone's track record of abuse if the abuser is charming and convincing (as most of them are)
Given the Government's track record for losing and/or fucking up data, would anyone with any sense trust such a register in the first place?
