It wouldn't offend me. I think you would have to be pretty uptight to get offended by it. I would put him down as a nutter who may or may not be harmless. He wasn't inciting anything and I don't think anyone but a nutter would take him seriously. Having said that some people find the use of the term "nutter" to be offensive. Perhaps I should call him a "potential service user"?

I would complain if anyone left any bilboard outside my house though.
