Do you ever think of Yes Minister and Yes Prime Minister where the civil service did this kind of thing deliberately, in order to win, to bring down a politician or embarrass someone, or any one of a hundred other reasons.

Like when sir humphrey went for lunch with a journalist and 'accidentally' left a sensitive file on the table.

Do you, even a little bit, think that probably goes on? A LOT?

i hadn't thought of that! but I wonder if it's in the pocket of the suit some guy only ever wears when it's raining,eg. and he won't find it til the next time it rains.

Nice theory. Wish it were true! (My mother was a Whitehall civil servant in the days of Yes, Minister, and swore blind it was VERY accurate.)
