Notabanana - I thought that too. Seems to be happening a tad too often for it to be a coincidence.

NotaBanana - that thought did cross my mind as well...

I posted a similar idea a while back, after an interesting conversation with a colleague in the NHS. He said exactly the same thing - it is difficult to believe the sheer enormity of the incompetence could be anything other than deliberate.

Similarly with a good friend who was an advisor to the DfES. He was absolutely convinced the mismanagement and waste of funds was deliberate, and even heard senior people saying they actually wanted certain projects to fail.

In short, I wouldn't be the least bit surprised.
