It looks like it would be sensible to not allow smoking in any bars, so then people could simply go to a nearby bar they prefer and save lives, time, petrol and money all at once.

wouldn't affect us here as all bars are non-smoking

All bars are non-smoking, but the point is that people will drive further to go a pub/bar which has a good smoking shelter.

Or ban alcohol as it's clearly quite dangerous. I think from now on we should refer to being run over by a drunk as passive drinking.
