And a significant proportion of those people have other vulnerabilities : elderly people are more likely to be disabled(obviously) and disabled people are more likely to live in poverty.

Tomlinson said that included people with long term health conditions and there was some unclear waffle about whether it included old people. I suspect he might mean those on Attendance Allowance, but honestly who knows? I would make sense if it was DLA + PIP + AA = 21%.

I may google later. Or I may dream instead about Shingrix.
