I see their proposed solution - that the Information Commissioner has the right to inspect the premises where data is handled - will only apply to the public sector. What on earth about all the private companies that handle this data? Including contractors to the public sector such as this Iowa bunch?

What about Norwich Union, who it turns out kept quiet about a data loss that actually caused ID fraud against policy holders - I've not heard anything about it despite being a customer?

That's private sector data loss. It hardly ever happens, and when it does. it's really nothing to worry about. The private sector do everything so well, that why the Information Commisioner doesn't touch them, and the Freedom of Information Act doesn't apply to them.
