If so - why is there such a high number of "sex monstors" in one particular area?

Probably tells you more about the population in each area, how each police force classifies the individuals it keeps an eye on, and whether they're on top of the paperwork...

Well, it says they are mostly living in hostels, so presumably that's where the hostels are.

This does not explain the geographical distribution but you have to remember that not everybody on the register of child sex offenders is the type of paedophile you imagine.

A 18 year old caught sleeping with a consenting girlfriend of a few years his junior could end up on there. Or an older man sleeping with a consenting teenage girl who claimed to be younger.

A proportion of these "sexual deviants" end up in medium/low secure units because they are seen to have mental health problems which would benefit from therapy. So I guess there would be a higher incidence in areas with low security units.

I was just shocked, I thought that it would be fairly level across all the areas, but the top one seems to classify more than double the next one down and it baffled me!!
