Severe and enduring mental illness, I would guess. If not, he's very lucky to have been dealt with via an asbo rather than a custodial sentence, imo.

That is just sick.

I don't know, te. I do think it's very odd and unusual behaviour, as well as horrifyingly cruel, obviously, which might indicate some sort of underlying illness.

You are probably right- he most probably should have gone to jail, but got an ASBO instead due to some kind of mental illness.

I'm sorry but I don't see how having an ASBO is going to stop him - is he going to say "Oh, right, I didn't know I wasn't supposed to urinate in public or threaten people, I'll stop doing it now."?

In fact, there is only one thing that he is prevented from doing that is not already illegal!
