Blue Tongue Disease - how can farmers protect themselves?

I don't understand why there is special zones set up because of this disease because it is spread by midges and not animal to animal. I don't think midges respect these laws.

What can be done to stop the spread of it?

Presumably the midges are killed using insecticide and the zones are midge-free areas. It isn't terribly clear though. We should all pray for frost.
