Why the EU referendum was put forward in first place? Sorry for sounding thick but why did the government have to ask the people of they want to stay or remain if they are saying we should not be leaving? I'm so confused by it all...

There have been so many years on infighting in governments about Europe, and it's been the downfall of so many governments & PMs over the years, that David Cameron believed this would stop the infighting once and for all. Obviously, it didn't cross his mind that it might not go as expected.
