Anyone read this article in the Guardian this weekend?:

Aside from being a well written and thought provoking article it is fascinating how even with all modern technology (CCTV, DNA etc etc) how hard it can be to trace someone with no ID etc

I did read it.

It is interesting. And so is the Pakistan connection. But the landlord of the pub described him as white and presumably would have noticed if the man had spoken in a foreign accent. He could be light-skinned or mixed race of course and have lived in Pakistan for a while.
