Please explain why this man was free to do this? (Upsetting, sorry)

This is the first I've read of this case, I must admit, so I don't know if I've got this wrong.
It says in the article that this child rapist Aaron Hughes has a previous conviction for raping a six year old.
Could someone please explain to me why on earth this individual was free to do it again? I can't help but feel I'm missing something here.

Additionally, it worries me so much to read of women "procuring" children for paedophiles as seen here. In my previous school I encountered this on two occasions and even though the children were removed, it never made the news. I worry how much this actually goes on.
Sorry, turned into a bit of a ramble. It's just so incredibly shocking and sad.

I think there are evil people around, people who hide behind all sorts of excuses as to why they do this sorts of crimes. This man did it again. TBH - I would want him locked up forever to ensure he didnt do it ever again but that wont happen will it?

I agree. I am anti death penalty but certain crimes, for examples the ones committed by these two, are no second chancers if you get me. Surely the only suitable punishment in this case is to spend the rest of their days in prison?

I went to the BBC news website yesterday whilst in my office and this was on the home page. It actually made me cry and I'm still really shaken after reading it (and I'm not someone who cries easily at all).

I just don't understand why someone who rapes a child is ever allowed to see the light of day again.
