It's not a clampdown. It's a publicity drive - there have been a number of cases where people have published globally (eg via twitter) information which is legally protected (sub judice, or identifying of a victim of sexual offences). The offenders (and there have been convictions) frequently claim they had no idea that what they were doing was an offence.

Putting out accurate information about what would break the law is a long overdue step.
