DG compensation

Chris Patten says that if they had dismissed Entwistle it could have cost £600k for constructive/unfair dismissal. How can that be when the cap on compensation is just over £62k?

In which case, surely he would have settled for a sum somewhat over £62k, but sig under £450k? Smacks of deals for Patten's mates, to me...
