I vividly remember in Thailand, Chiang Mai zoo had a pair of pandas that they wanted to breed. Both were too fat to get in the mood and there was a suggestion that the boy was possibly batting for the other team.
They tried everything - including playing videos of panda porn. As far as I know, there remain only two pandas in CM zoo.

Because the female is only fertile and receptive for 36 hours about 5 minutes a year.
Added to the fact that they don't actually like each other. AFAIK, Pandas live alone they aren't social beasts.
