a sliver of good news for anyone who cares about the safety of women and children (and male victims too, of course).

But I wonder whether it will be like the welfare bill, where the government can just force it through anyway.

Plans also evil in terms of clinical negligence - government's original plan was to abolish legal aid entirely. So if you baby is injured at birth and requires life-long care, tough shit. It seems they have moved a tiny way on this, but not enough. You can't get no win, no fee solicitors to take these cases on, as the costs of losing are ruinous.
