Should teenagers be forced to carry condoms?

I would suspect that this might lead to a rise in teenage sex. Lack of available contraception very often puts someone off having sex, but, if they had a condom conveniently in their pocket, well....

It also seems to imply that every teenager goes out with the intention/prospect of having sex. Would they have to carry one if they were just popping to the shop for milk?

Mind boggles.
