I understand people stealing cars to sell, I can see their twisted logic for that. But this?! No way could resell, they must have realised the importance I have seen it up close, its not evident from pic but it say PICU VEHICLE on the side of it! Why Why Why?

I imagine that it is quite likely that he did not understand what PICU meant, not that it is an excuse.
