I think it's a bit naive to blame Rupert Murdoch for this. The NOTW is such a tiny, tiny part of his empire - he jets into London once very few weeks, all the execs get very nervous/excited but I don't think he has anything to do with the way his papers are run over here. He wants to know that they are the "top" papers in terms of either prestige or circulation and he wants to know why they aren't making as much money as they should be (there's been a lot of that lately I suspect) but I can't imagine any of the people on the ground would dare to tell him what they get up to. All you could say is that they are so scared of him, that they will go to any lengths to stay in favour including, it would seem, these disgusting episodes of phone hacking.
I agree that he has too much power, that his empire is too big but I really don't think the buck stops with him on this one. It's Brooks and Coulson (and probably every other red top editor) who have to carry the can.
