World cup - can we start our own version?

Serious question - and maybe some sporting aficionados will know the answer here...

Can England/Britain start up some sort of new international football tournament (which we will host) which is more than the existing Euro competition and aiming big like the World Cup?
I know the World Cup is an emormous undertaking - planned for years with qualifiers etc, but is it beyond us to start something ambitious? We have the grounds, the support, the passion etc...could we bypass FIFA and start running a big international competition of our own?

I would imagine the problem would be scheduling - national teams have a busy schedule, plus they have to fit in with their own leagues, avoid injuries in the run-up to important games, etc. So I don't know how tey could fit another tournament into that, without dropping out of the "important" ones.
