Why didn't the Judge charge the protesters with contempt of court.
Would any other protesters have been allowed to exhibit that behaviour?

Charge the protesters and more protesters will come to the hearing.... snowball effect. People are always being bundled out of public galleries if their behaviour gets out of hand. Few are charged.
