Councils to share services

What I would like to see, amongst other things, is a properly-run supply teacher register (my local council's is rubbish, and I'm sure many people would be willing to travel within the geographical areas covered by these councils).

What I expect to see is worse service, and the bins only being emptied once a quarter.

I think if they're going to do this kind of thing they should also merge the management teams organising the services. What we'll end up with otherwise are savings on the services but none on the administrative costs... worse, they could set up 'Service Sharing Committees' and try to justify more expensive back-room boys.
