If true, and to be honest in my experience it does seem to be the case, then I think this is really sad.

I think it's a reflection of the way women have higher expectations of women than men, generally. Arguably, having higher standards of girl children growing up makes them better placed to survive in the world - so maybe not a bad thing in moderation. I think it's only 'sad' if different treatment stems from jealousy or results in overt favouritism or downright hostility.
