Yes, it's ignored because the catch and release method is used on "unimportant" members of society trafficked around, even if they ever get recall, chances are they're so f'ed up they're easy to manipulate/ dismiss. People don't want to know the ugliness surrounding them, believe it happens to those that somehow deserve it or bring it upon themselves. There but for the grace of God goes ...... any one of us.
