If it's under a 1st floor window it's for securing a ladder.

An eyebolt, used for securing things in place.

It can be converted to a tap.👍
All you need to do is remove the eyebolt, run a water supply to the location and fit a tap.......... 😉

also it’s quite close to the ground - it’s below a ground floor window so don’t really see what would be hanging off it

I have those with tensioning wires for training climbing plants (at that level, to stop them growing over the window). See if there’s another one or more or the holes where they used to be.
