my washing is covered in a sort of plastic rubbery substance which is impossible to remove - help!?

Hello there,
Recently in the last few months 2 articles of my clothing have been ruined by this unremovable substance sticking to them - what is causing this? AND how can I remove this stuff and retrieve my clothes?

Thanks for any advice.

Do you use those liquid pods?
