I withdrew from exchange may 23and said they could store boxes in there they put a new lock on but I'm moving on 21st October I've text him to clear as locks being changed no reply do you think that he's locked garage in may and not been back as I don't know

So you were doing a house swap, and agreed to let the other party put stuff in your garage then decided against the swap?

this was in May, and you never told him to empty the garage since then? Or removed the lock and checked? Since May?

do it now, it’s your garage! If it’s still full tell him he’s a week to empty it or the lock will be removed and the contents will be left for the new tenant or anyone who takes them.

I have texted him and had no reply I told him I'm changing locks so clear it if anything in there as I can't get in there and I don't think he has been back since I withdrew but his lock and key
