its only a small part of the wallpaper its been there for about 25 or 26 years and at first i thought the paint was losing colour (dark chocolate colour) but tonight i noticed the wallpaper is flaking and wondered if this is because its been up so long and needs changed or if theres something else going on there was mould on window which ive recently cleaned and started opening window on a daily basis

Well it could be damp what I did was buy some cheaper self adhesive panel rolls off temu.i stripped the walpaper l best I could and apply .they stick really well and really improve things and they wipe over

Have you checked that the gutters are working OK? They could need cleaning out or be leaking.

Covering over the problem will just make things worse longer term.

It is a good idea to let the wall dry out to check it was because of the gutters before you try anything else. If you wallpaper a wet wall, the paper will just come off.
