How to stop paint coming off again?

When we moved into our house it became clear that the previous owners had just given everything a coat of white emulsion to freshen it up, regardless of this not being appropriate for things like bannisters (now stripped, protected and glossed) or bathroom. We’re now ready to tackle the bathroom, where there has been a mould issue but with the help of sorting out the ventilation and liberal applications of anti mould spray last winter, there has been no mould for over a year. However, where the dampness was, the paint has ‘blown’ and flaked off.

I’ve got the special bathroom paint ready but am wondering how to best prepare the wall. Should we try and remove as much of the paint as possible and then seal it somehow? There isn’t actually that much to paint because most of the room is tiled, but I want to get it right.

Remove as much of the flakey paint as you can first, I just used sandpaper, then a damp seal paint. Once that’s dry go over with whatever colour/finish you want.
