What can I do with these patio doors?

Have these slidy things above our patio doors. Doesn't seem an obvious way to remove and we don't want the expense of replacing the doors at the moment.. any ideas?

Is it a vent to let air in?

No it's a security shutter I think as it slides down

Thought I could maybe fill in the holes and paint them black/ grey to make them look like bifolds

I would find a bit of wooden or pvc trim to cover them and stick it in front maybe?
