Wallpaper over painted lining paper?

We have adjoining living/dining rooms which we're thinking about redecorating.
Currently they're papered with good quality lining paper which has been painted. Matte finish and, iirc, the decorator used Dulux .

The paper is sound ie no signs anywhere that it's coming away or any damp or anything like that. Could we wallpaper on top without having to strip off what is already there?
They're good size rooms, high ceilings, and I'm wondering if I can avoid the extra time & expense of having to strip the walls first.

I would paper over the lining paper. You will get a better finish. Maybe give it a wipe first to get rid of dust and grease

Yes I would, as it can be quite a chore getting the lining paper off after it has been painted.
