Crazed and mouldy wall paint

Housing association tenant here. I think the HA painted over a bright coloured paint in the bathroom and whatever kind of paint it was underneath the top paint has crazed and has mould on it.
I spray it every so often and wipe it down but of course it comes back.
Question now is if I want to redecorate what kind of paint to use. Bathroom paint or damp preventing paint?
Do I need to do anything to prepare the surface?

If it's peeling use Zinsser peel stop.
If its just a bad surface use zinsser bin.

Specialist paints that are useful in difficult situations.
Read the directions carefully.

First, use bleach or , better, HG mould remover. Then rinse. And rinse again.

Not the cheapest paint, but specialist stuff that really does the job.Cannot recommend too much.

I don't work for them, honest.

I used to be a decorator, and they are THE problem solving paint manufacturers.

My bathroom wall did the same thing about a year ago. Sanded off the loose bits then painted with the Zinsser peel stop and then emulsion. Looks great now
