Painting walls

I want to redecorate my hall stairs and landing. Several questions:

Do I just use a really tall ladder to get the wallpaper off the top?

Once I've stripped the walls, I just want to paint. Do I need to treat the walls with anything first?

I think the skirting boards could do with being sanded. Do I do a rough sand and then paint over?

Can you not just paint the wallpaper, or is it textured?
Once you’ve stripped the walls you will find that the wallpaper paste is still on the walls. You will either have to scrub it all off using a sugar soap solution - which will be really hard work-or put lining paper up and paint over that.

Are the skirting boards already painted? You can paint over them but will get the best finish by stripping with a heat gun and scraper first.

It's textured and I really don't like it. Some areas will need to be plastered.

Skirti n boards look heavily painted in gloss. I think I'll have to use a heat gun.
