Roman blinds outside the recess

Should the blind sit on the window sill or be below it? I'm reading different things. Thank you

We had below. So it was overlapping all around.

Ours go onto the window sill. The window sills have a little lip so the blinds would have to jut out a bit if they went over which would look silly.

Below. Especially if it will be in a room used for sleeping.
