You want to upcycle the empty tin into a novelty bag, and a plastic handle isn't very stylish.

We’ve had a decorator in while we’ve been on holiday and I think that rather than the (expensive) paint we had agreed that they might have bought a colour match and pocketed the difference.

Ask him for what's left over (which presumably belongs to you as you have paid (him) for it) so that you can touch up in the future?

He should definitely have left the unused paint for you.
It's not his to take away.
