Help - stains on the wall and the paint doesn't cover it

How can I get rid of these stains?

It was painted three times (dulux) and they are still there

It was thick raspberry syrup.

Stain blocker - you spray it on. Then when dry paint it.

You need stain blocker - spray or paint that on first
