How do I fix this

I had the painter remove handrail from the wall (it was a extra one, I don't need) and was left with huge holes which he filled and painted over.
I asked him to sand it down, make it neat. He said he couldn't as it was wallpaper.
I hate how it looks. Gives the wall a ugly look. What shall I do to fix this. Can I get something to cover it up with perhaps. There are 5 of those things on my wall

It looks like he's painted over the rawlplugs. They need to be removed, holes filled in & sanded smooth.

Gosh what an incompetent person he is. He’s painted over the raw plugs, then need removing, the holes filling and then sanded back.

christ even my 12 year old could do it. I can’t believe you can’t and he can’t.
