I am moving home in the next couple of weeks.
I currently live with parents, so don't have a lot of 'decoration' that I own.

How can I be frugal but still give my new place a great feel?

My niece recently bought her first house and furnished it entirely with second hand stuff. Mostly from FB. It's lovely.

Facebook Marketplace, Gumtree and Dunelm are good places to start. Also, don't rule out Ikea; a whole home kitted out from Ikea can look a little bit cookie cutter, but they really do have some ingeniously and well designed furniture and storage if you shop carefully.

If you able to paint the walls then I think that makes a massive difference and isn’t too expensive.
Shops such as B&M and The Range do really nice stuff. Facebook marketplace is good if your a way of collecting the stuff. It could be worth buy a home magazine for inspiration.

Go on free stuff Facebook pages, people seem to be able to furnish a whole house on there! I myself am giving away lamps and mirrors this week.

Olio is good for picking up things like part used tins of paint, you can post on there asking for things.

Lots of good advice here. Looking round my living room, about three-quarters of what's in it is pre-loved/off a nature strip.
