You need to move the dado and the tv to a sensible height. You're going to give yourself neckache and eye strain with it up there. And I know you said you're not moving the dado, but redecorating the room is the time to do it - and it really does look weird where it is.

As for the wallpaper, it might be ok just above the dado, if the dado were in a sensible position. As it is, it just all looks disjointed and confused.

I'd say yes its perfectly fine for the whole room. The wallpaper is your personal choice and you like it so go with it. I dont think its too busy..

I would but if you want to keep it definitely drop it. You could always do a block colour on the bottom and keep the wallpaper on top so it's less busy.

Looking at the up close picture it looks a sage green tone - you could move the dado rail and put a lovely green paint on the bottom. Picture here to give you an idea of rail placing & general idea (not suggesting this colour for your room although it is amazing!)

You could lose the dado rail entirely as it’s not serving a purpose and making the room look odd. I get you’ve inherited this and probably don’t want the bother. However it’ll be a much easier room to decorate whichever way you wish. If you’re liking the dado then take it to chair/sofa back height.

Can't you get a nice TV cabinet ? 🤔 I know it's fashionable but I always think huge flat screen TVs stuck on a wall look a bit naff.....
