How do I paint this wall?

Pic attached.

It's a wall in my son's bedroom. It was badly painted over fresh plaster in a rush 10 years ago 2 days before our baby was born. Our baby is now 10, a bit of the paint came off when he pulled some long attached blu tack off and he's been slowly peeling the paint off ever since. I hadn't realised quite how bad it was. It's peeled quite neatly off down to the bare plaster so I guess we could get it all off

So. How do we redecorate? Do I need to pick all the paint off all the walls and start again? Do I sand all the rough edges and then we can paint?

That will teach us to do things in a rush and not take our time. But it's lasted 10 years so not a total disaster, I'm just not sure how best to put it right.

I saw a post on exactly this on Instagram the other day, advice was as you say, peel off, sand any edges that won’t peel then mist coat. Post was by DIY with Emma.

I'd sand it all down lightly concentrating on edges then use filler, mixed up quite runny, on the bare patches; this is what my expert decorator does on bare patches. When you paint bare plaster, it's very porous so you'd normally use 'Contract emulsion' for the first couple of coats as it sinks in easily, then put a better quality paint over the top.

Strip off what you can. Sand what really won’t come off. Mist coat. Paint.
