Is this plasterboard ? Can I paint it?

Stripped walls as they were awful this is what was under the layers of paint and wallpaper , is this plasterboard ? If so can I paint directly on it? There are a few small holes do I just fill these and sand the whole wall down , mist coat? Any advice welcome .

Plasterboard has a papery finish - that wall looks as if it's been skimmed with plaster so you should be fine to paint it; a watered-down coat first. It should tell you on the paint can what dilution to use. Fill the holes and sand the rough bits lightly; running your hand over the surface should find the bits that need attention.

That's a plastered wall or skim coat, it will need a mist coat first before you paint it.
