Curtain rails hung from ceiling

Has anyone else got curtain rails that attach to the ceilling? We have and they are a PITA and we can't get them to stay up! Any suggestions? They can't go on the walls.

Are you screwing into joists or plasterboard?
Maybe try a joist detector and either make sure they are fixed into a joist or else attach a baton to the joists then fix the pole to the baton?

I think it's concrete? It's a 1960s apartment and I am not in the UK.
