Blinds full length or to shutter?

I'm getting roman blinds for the living room. All the windows have shutters on bottom half . I Know from previous experience when I let the shutters down I only put them down to the top of the shutters. In the bedrooms I've ordered the blinds to just go down to the shutter but wondering if this will look odd in the living room? Though I rarely put the blinds down at all, would they look strange if they only go down half way? And should I allow myself the option of putting them down full length? This doesn't seem to be an issue in bedrooms.

the blinds will look very odd if they only go half way down the window. I'd have full length everywhere (and get rid of the shutters, but I hate shutters).

Thanks. I rarely put the blinds down - in one property facing a busy street I did but only to the top of the shutters. It really is to dress the window but with the option of cutting out the light if need be.
