Living room makeover - what order to do things

Walls (and ceiling) are currently papered so stripping wallpaper will be the first job.

Walls will need to be plastered/skimmed before we repaint. But there are other jobs that need doing too, and I'm not sure what order they should be done in. Stripping wallpaper and painting is the limit of our diy ability, so we'll need to get people in to do everything else.

Here what needs to be done:

Existing wall lights replaced with new
Existing dimmer light switch replaced with non dimmer switch
Existing single power sockets replaced with doubles and 2nd double added behind tv
Get rid of carpet and replace with good quality laminate
Plaster
Paint

Do we need electrician to do a first fix before plastering and then back to install wall lights, etc after plasterer finishes?

How long does plaster need to dry before we can paint?

Ideally I'd want skirting boards to cover expansion gap in new flooring, rather than having some kind of edge trim. Does that mean we have to have old skirting boards removed? So assume that has to be done before plasterer?

I would say:

Remove old skirting boards and do electrical that isn’t cosmetic or simple (this could be done in vice versa order too)
Plaster
Replace lighting
Paint
Flooring
