Wall paper liner any good?

Recently moved and had our decorator quote for entire house to be painted. We trust him, used him before so know his quality of work is very very good. The rooms in the house are a mixture of wallpaper or just very bumpy walls and could do with a skim (none require full plaster) We’ve asked him to bring cost down in places but we know it’s not going to be cheap. His suggestion was to use wall liner in some of the rooms with wallpaper instead of skimming as this will bring down cost. We’ve never used it before, is this suggestion good? We want to save money but want it to look good too!

A heavy lining paper covers a multitude of sins! So yes, it's a good option sometimes

Yes, it helps with imperfect surfaces. You could also think about a textured wallpaper too which would be cheaper but it may not be to your taste.
